Premise

Though set in Seattle and the greater Puget Sound area, numerous differences exist between portrayal in the series and the region in actuality:

The series pilot establishes the focal Sherriff's department as being that of Everett county, with its headquarters located in downtown Seattle. In fact, no 'Everett County' exists in Washington state. The city of Seattle resides in King county. The city of Everett, 30 miles north of Seattle, resides in Snohomish county. Additionally, the second episode of Season One conflates the cities of Seattle and nearby Bellevue. The episode portrays a Seattle city councilman as representing the 'Bellevue District'. In fact, no such district exists within the representative city government of Seattle.

The majority of Season One and Two episodes feature plots involving an economically depressed near-to-Seattle waterfront community known as Camp Harmony, a historic World War Two internment site located in what is now Puyallup, Washington. The community is portrayed as an eclectic mix of Native Americans, immigrants from east Asia, impoverished trailer-residing Caucasians, ex-convicts, and refugees from the aftermath of Hurricane Katrina. In reality, no community named 'Camp Harmony' exists in Washington state and the former internment site is currently home to the Puyallup Fairgrounds. Modern Puyallup is an economically vibrant small town and suburb of the city of Tacoma. As an inland community, and contrary to its portrayal in the series, Puyallup is not proximate to the waterfront of the Puget Sound. The plot of Season One features Harmony's refugee Louisiana fishermen as integral to drug smuggling in supposedly difficult to navigate and labyrinthine waterways of the Puget Sound. In reality, the waterways of the region are broad and well-documented main channels and inlets, under frequent use by commercial, industrial and recreational boat traffic.

Though the series is nominally based in Seattle, Washington, principal production and photography occurred in Vancouver, British Columbia. Second unit shots and stock footage from Seattle are used to provide localized context between scenes. In the fourth episode of Season One, however, clearly visible street signs and cross-streets display names unique to Vancouver, and can not be found in Seattle. Other Vancouver-specific signage appears throughout the series, in particular those related to Vancouver's public transit system. In the sixth episode of Season One, an ambulance in the foreground of an establishing shot is clearly labeled 'San Mateo County Paramedics' and includes a prominent emblem of the state of California, despite the hospital in the background being labeled 'SeaTac General Hospital' (a facility which in reality does not exist).

SEASON ONE
TJ1. “Deadly Crossing”
TRUE JUSTICE - "Deadly Crossing" is an adrenalin-fueled crime drama that follows cop Steven Seagal as Elijah Kane, leader of a Special Investigation Unit, and his skilled four-member team as they track a network of drug dealers and killers led by Russian mastermind, Nikoli Putin (Gil Bellows), in the dangerous outskirts of Seattle.
These intense undercover Seattle cops are led by Kane, a mysterious ex-military and karate influenced leader, who doesn’t have time for the paper work or the political headaches that surround a uniformed job. With his edgy tight-knit team he tackles these murderous characters by making and playing by his own rules and getting the job done.
His team is dynamic. Andre Mason (William "BIGSLEEPS" Steward) having just been married carries a new level of responsibility to his already tough job as Kane's right hand man. Andre needs to exert this power over his young and wild-west-like team when it comes to Putin. While Brett Radner (Warren Christie) is not much younger, he tackles the streets in his hard-assed approach hoping to please Kane along with tough-minded Juliet Saunders (Meghan Ory), who’s a top cop and has some secrets of her own.
Newbie officer Sarah Montgomery (Sarah Lind) becomes a stunning addition to the task force and comes to the team ready for any and all action, very much Kane's style. Sarah's wit and beauty make her an attractive target for the rest of the team, specifically Radner, who takes an early liking to the new squad member.
The team tracks their criminals with an array of tactics, from staking out strip clubs, which Radner and Mason always seem to enjoy, to testing half-smoked cigarettes for traces of DNA to suspects.
TJ2. “Dark Vengeance”
Seattle's darkest criminals are forcing Elijah Kane (Steven Seagal) and his hard knuckled team to work around the clock tracking down a meticulous 'Black Magic'-practicing killer, in the vagrant strip club underworld. With the killer using very specific and occult techniques, Kane seeks help, which arrives in the form of criminologist and guest star, Tanaka (George Takei), who warns Sarah Montgomery (Sarah Lind) of the dangers that the case could lead to.
With a rough and tough new attitude Sarah's acquired from her teammate, Juliet Saunders (Meghan Ory), she volunteers to work undercover, dancing in a strip joint known to be crawling with predators and low-life's. As the undercover act unfolds, reporter Miles Toole (Michael Eklund) leeches on Kane's team with his own agenda and brings with him a past that continues to precede him. Kane and his team once again fight to find TRUE JUSTICE in the fog of Seattle's crime world.
TJ3. “Street Wars”
TRUE JUSTICE - "Street Wars" When Officer Elijah Kane (Segal) and his team of undercover cops discover a new lab drug flooding through the nightclubs of Seattle, they struggle to eliminate it from the streets immediately. As if dealing with a dozen dead ravers isn't enough, the cops begin to act as security guards for an obnoxious documentarian (Mann). They quickly become privy to the filmmaker's arrogance as he attempts to make a film regarding Seattle's underbelly.
"Street Wars" opens with a spectacular chase sequence as the team attempts to catch a criminal who escapes through the city with ease. Jumping from building to building, the perpetrator proves to be a master of Parkour. As the cops witness just how fearless and skillful this man is, they begin to understand what they're up against. Along with fending off criminals and drug lords, Kane also struggles to ease tension between his team as he works to integrate a new rookie
TJ4. “Lethal Justice”
TRUE JUSTICE - "Lethal Justice" Kane (Steven Seagal) and his team are up against a new wave of criminals, a society of people trying to organize and revitalize the ways of segregation; a group who call themselves, the "New Hope." With Radner (Warren Christie) on the case and undercover in the "New Hope" compound, Mason (William "BIGSLEEPS" Stewart) has to keep the volatile Juliet (Meghan Ory) under control after District Attorney, Lisa Clayton (guest star Tia Carrere) fails to convict, Kenneth (Fulvio Cecere), a suspected serial rapist. The escalation continues when the team finds that Kane’s former war veteran and sniper comrade, Bird (Ryan Robbins), who's suffering from Post-Traumatic Stress Disorder, is suspected of killing innocent people by way of sniper rifle. With the current political elections and the people of Seattle running scared, Kane's team must keep it's cool even as the recent crime wave looks to be the bloodiest yet
TJ5. “Brotherhood”
TRUE JUSTICE - "Brotherhood" Elijah Kane's (Steven Seagal) city is caught in the crossfire of a gang war between the Japanese mafia, the Yakuza, when they attack the dangerous Mexican gang, MS-13, in Seattle and look to flip a profit doing so. While the gangs war on, a single man has taken the financial crisis personally when he holds his neighborhood bank hostage citing they took not only his house; but his life. Now with some experience, the team approaches each group with a different hand. Some criminals need the strong arm as Radner (Warren Christie) and Sarah (Sarah Lind) find out, when they get into a serious brawl at a Yakuza hangout that only infuriates the gang to seek revenge. In "Brotherhood" Seagal is reminded of his tumultuous past, having to deal with a man who's lost everything; and the Japanese mafia who are invading his jurisdiction and will take down anyone that gets in their way.
TJ6. “Urban Warfare”
TRUE JUSTICE - "Urban Warfare" Elijah Kane's (Steven Seagal) knowledge of espionage tactics, reconnaissance equipment, and counter terrorism comes from an education that isn't taught in Seattle's police academy, it's from years of being deep undercover in the war against terrorism. Kane's history is now causing uncertainty in the team's future when Mason (William "BIGSLEEPS" Stewart) and Radner (Warren Christie), members of Kane's Special Investigation Unit, are badly beaten by masked military trained men. Working through the confusion that Kane's military past is bringing about, Sarah (Sarah Lind) and Juliet (Meghan Ory) are after yet another serial rapist in Seattle. The SIU is put on the case only after it proves too much for Lt. Humphreys' (guest star Rachel Luttrell) Special Victims Bureau. The team's caseload continues to rise when they find the bodies of runway models killed in a fashion too disturbing for even this SIU team. Never with a case like the other, the SIU team is stretched thin by the gaining strength of Seattle's crime world in this episode of TRUE JUSTICE.
TJ7. “Payback”
Elijah Kane is prepping his team for court to convict Nicoli Putin of murder when they're ambushed by Nicoli's men, highly trained ex-Soviet soldiers, out to stop Kane's team from testifying. With Mason off duty, Kane's team is short a man and the Russians capture Juliet in the chaos.
SEASON TWO
TJ8. “Vengeance Is Mine”
Following the attack on his precinct, Kane buries his friends and sets his sights on avenging their deaths. He assembles a new team and follows the trail across the border to Vancouver.
TJ9. “Blood Alley”
Still in Vancouver, the CIA asks Kane and his team to take down a high-level gang boss involved in human smuggling, but Kane’s investigation uncovers a larger conspiracy involving organ-trafficking...and the CIA promises Kane that killing the man at the top will bring Kane one step closer to The Ghost.
TJ10. “Violence Of Action”
Bojan, a ghost from Kane's past resurfaces and the CIA believes Bojan is in town to protect The Ghost's personal money launderer - who is coming to town. Kane wants to know what the Ghost is buying and knows these men will bring him the answers he needs to get one step closer to The Ghost...
TJ11. “Angel Of Death”
An undercover cop gets closer to his nemesis. He decides to let a trusted agent go into the field, but has doubts about whether she has what it takes to complete the mission.
TJ12. “Dead Drop”
Kane continues to track the suitcase nukes, but now suspects that his contact inside the CIA may be working against him. Kane knows he’s running out of time and teams up with an old friend to stop the suitcase nukes from reaching their prospective buyers. Kane knows The Ghost is now closer than ever...
TJ13. “One Shot, One Life”
Kane and his team have removed The Ghost’s support systems and Kane maneuvers to get a shot at the man responsible for the attack on his precinct – but the FBI has taken notice of Kane's activities and they want him stopped. Kane's team struggles to get him close enough to take that shot...
